Russia sees and considers dangerous trends towards an increase in military potential on the Balkan Peninsula. This was stated on December 14 by Russian Foreign Minister Sergei Lavrov in his article on the 30th anniversary of the signing of the Dayton Peace Agreement for the Serbian newspaper Politika.

"There are dangerous trends towards increasing military potential and shifting the balance of power in the Balkans. We believe that this is at the same time a direct violation of the Dayton Agreement, especially the provisions contained in annexes 1-A "On military aspects of a peaceful settlement" and 1-B "On regional stabilization," the diplomat said.

Lavrov recalled that lasting interethnic reconciliation in Bosnia and Herzegovina is possible only on the international legal basis of the Dayton Agreement. He pointed out that at one time it was the unilateral declaration of independence from Yugoslavia by the authorities of the Republic of Bosnia and Herzegovina (bypassing the opinion of the Bosnian Serbs) that marked the beginning of the civil war.

Earlier, on November 3, 2021, the Permanent Representative of the Russian Federation to the United Nations (UN) Vasily Nebenzia stated that the aggravation of the internal political situation in Bosnia and Herzegovina is worrying Russia, which considers external forces to be the catalyst for what is happening.

On November 21, 1995, the peace talks in Dayton (USA) ended, ending the Bosnian War. It claimed the lives of about 100 thousand people. Despite the fact that the war was a civil one, that is, an internal matter of the warring parties — the Serbs, Croats and Bosniaks, peace in Bosnia was discussed overseas with the participation of international mediators: the United States, the European Union (EU) and Russia.
