Russian President Vladimir Putin has imposed a moratorium on zeroing the fuel damper since October. The relevant document was published on the official Internet portal of legal information on October 12.

"To establish that, until amendments are made to the Tax Code <...>, the calculation of the value of the Kdemp <...> is determined in accordance with the established procedure without applying the condition on permissible deviations of the average wholesale selling prices in the Russian Federation for AI-92 class 5 motor gasoline and Class 5 diesel fuel over the tax period," the document says.

Such restrictions will be in effect from October 1 of this year to May 1, 2026. It is specified that the decree will enter into force from the date of its signing.

On October 1, it was reported that the Russian government was preparing to expand measures to support the domestic fuel market. Thus, it is planned to reset import customs duties in the amount of 5% on imported gasoline from China, South Korea and Singapore.

Prior to that, on September 30, the Russian government extended the ban on gasoline exports to all market participants. In addition, a ban was imposed on the export of diesel, marine fuel and other gas oils for non-producers.
