Survival strategy: the State Duma talked about the reduction in the number of accidents in the Russian Federation
The Strategy for Improving Road Safety, approved by the head of state last year, requires appropriate legislative support. Measures aimed at reducing deaths and injuries on highways are a priority, the State Duma Committee on Transport emphasizes. Izvestia found out which laws will allow achieving the goals set by Russian President Vladimir Putin.
Task number one
The number of accidents on Russian roads continues to decrease, despite an increase in the fleet, as well as an increase in passenger and cargo transportation by road. This was announced at a press conference by Pavel Fedyaev, First Deputy Chairman of the State Duma Committee on Transport. He recalled that within the framework of the decree signed by the head of state at the end of last year "On approval of the Strategy for improving Road Safety in the Russian Federation for the period up to 2030 and for the future up to 2036," in four years, deaths on the country's highways should decrease by one and a half times, and in ten years — by two times. Therefore, consideration of draft laws aimed at improving road safety is one of the priorities of the parliament's work, the deputy stressed.
He said that following the results of last year, the committee considered several dozen legislative initiatives, including those related to reducing the level of accidents and deaths on highways. Many of them eventually became laws and have already entered into force or will begin to operate in the near future, the parliamentarian noted.
— For example, since the beginning of this year, responsibility for transporting children without a child safety seat has been strengthened. Moreover, fines for this violation have been increased, both for ordinary motorists and for taxi drivers who transport children without these devices, Pavel Fedyaev reminded.
In addition, a law comes into force in the spring that introduces a rating of driving schools. According to the deputy, it will improve the level of training of future drivers. They will have the opportunity to choose the educational institution where the percentage of graduates who passed exams the first time is higher and the accident rate due to the fault of its students is lower, the parliamentarian explained.
Also in the spring, laws will come into force providing for the introduction of electronic document management during cargo transportation. They will provide an opportunity to understand "what is going where" and, accordingly, to resolve issues related to the development and modernization of road infrastructure where it is needed in the first place.
Pavel Fedyaev also called the amendments, which allow using cameras to punish drivers who have not taken out insurance, an important change in legislation, also aimed at improving road safety. This bill was adopted by the State Duma in the first reading, he recalled.
— We expect that it will be considered in the second and third readings in the spring session. A fine of 800 rubles for the first time and in the amount of 3-5 thousand rubles for repeated violations, the driver who has not issued a CTP policy will receive cameras once a day, – said the deputy.
Sell "beautiful" rooms
A number of other draft laws related to road safety issues are also under consideration by Parliament. One of them provides for the official sale of "beautiful" license plates for cars. The Transport Committee is ready to support this bill, but only if it is seriously finalized, Pavel Fedyaev said. In itself, this initiative is the right one — it aims to bring the market for the sale of such state signs out of the shadows. However, in the form in which the amendments are proposed, they do not solve the problem, but only "legitimize corruption," he believes.
— It is completely unclear from the proposed document who and how will determine the "beauty" of the room and its price. The mechanism of their sale is also unclear, as well as where the proceeds will go. What if the car owner wants to keep the acquired license plate, give it as a gift or give it, for example, to a relative? So far, there are more questions than answers," Pavel Fedyaev said.
Gaps in the SIM
The deputy considers the issues of legislative regulation of the use of personal mobility equipment (SIM) to be extremely important, but at the same time very difficult. He said that voting on Telegram showed that about half of the respondents consider it necessary to ban the SIM.
— But there is another half who considers means of individual mobility to be a convenient and affordable mode of transport. It turns out that by banning them, we will do "well" for one part of society, but at the same time we will not take into account the interests of the other, — Pavel Fedyaev noted.
In his opinion, it is necessary not to ban this type of transport, but to regulate it, and not at the federal, but at the regional level. Moreover, there are already successful examples of such regulation, and the subjects of the federation have the necessary levers for this.
— In Moscow, St. Petersburg and a number of other cities, so-called "slow" zones for SIM have been established, territories where trips to them are prohibited have been identified, and parking requirements for electric scooters have been established. Regulating these issues at the federal level is a thankless task, nothing good will come of it," Pavel Fedyaev emphasized.
However, certain issues related to this technology still require solutions at the federal level, he believes. The deputy noted that for users of rental SIM cards, operating companies have imposed impressive fines for certain violations, such devices have numbers that allow them to be identified. But with the equipment owned by private individuals, "there are gaps," the parliamentarian admitted.
"Work is underway in this direction," he said.
What is needed for security
Obviously, the number of SIM cards on the streets will only grow, so legislative regulation is necessary, says Igor Morzharetto, a member of the Presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation. Otherwise, the problems associated with this technique will snowball, he believes.
— Currently, legislation in this area, both at the federal and regional levels, is frankly "leaky." So far, the number of accidents involving this technique is small compared to the total number of accidents. However, if no measures are taken, including legislative ones, there will only be more of them," Igor Morzharetto said.
In addition, among the primary tasks facing the deputies, he calls the settlement of the problem with the uncontested deprivation of the rights of drivers who have left the scene of an accident. A person may simply not notice that he has become a participant in an accident, but at the same time, the current regulations threaten him with the withdrawal of his driver's license, he stressed. This is often used by fraudsters who stage an accident and then extort money from the "culprits".
It is also necessary to resolve issues related to drivers taking medications containing substances that are considered drunk in the body, Igor Morzharetto believes. At a minimum, the packaging of such drugs should indicate that you cannot drive after taking them, the expert believes.
According to Maxim Kadakov, editor-in-chief of Za Rulem magazine, for effective legislative support of the adopted road safety strategy, parliamentarians need to focus primarily on the causes of road accidents, which are increasing. To do this, first of all, it is necessary to carefully analyze the accident statistics, he notes.
— At the same time, it should be understood that the causes of accidents are not only related to drivers who violate traffic regulations. For example, the condition of many roads in the country is far from ideal, and it is not uncommon for a motorist to fall into a pit and end up in a ditch or on the "oncoming lane." Therefore, it is necessary, including at the legislative level, to ensure that road workers bear serious responsibility in such situations," Maxim Kadakov is convinced.
Also, in his opinion, it is necessary to resolve issues related to the technical condition of transport and, above all, with "alterations and modifications of vehicles that directly affect traffic safety."
