This week, the Ministry of Industry and Trade of the Russian Federation is going to report to Prime Minister Mikhail Mishustin and First Deputy Prime Minister Denis Manturov proposals on postponing changes in car recycling calculations. This was announced by the head of the ministry Anton Alikhanov, TASS reports on October 14.

The head of the Ministry of Industry and Trade shared that a lot of appeals were received from citizens through social networks and from business associations on the topic of changes in recycling. Alikhanov said that when preparing proposals for postponing new car recycling parameters, delivery dates and payment for ordered cars from different countries will be taken into account.

The draft government decree developed by the Ministry of Industry and Trade assumes the introduction of a new criterion for calculating the size of the scrap yard from November 1 of this year — engine power. The existing grace periods for individual importers who import cars for personal use (3.4 thousand rubles for new models and 5.2 thousand rubles for cars older than three years) will remain. However, they will only apply to models no more powerful than 160 hp.

Earlier that day, it became known that Manturov instructed the Ministry of Industry and Trade to submit proposals for a possible postponement of the introduction of new rules for calculating car scrap based on the results of consideration of the appeal of the all-Russian public organization Delovaya Rossiya. Public activists pointed out that the force majeure delay in the delivery of cars from abroad was faced by citizens who paid for the car before the announcement of the upcoming changes.

As Yaroslav Nilov, chairman of the Committee on Labor, Social Policy and Veterans' Affairs, pointed out earlier, during long holidays in China, cars already purchased there are delayed in long queues at the border and may arrive in the Russian Federation after November 1. As a result, Russians who have bought such cars become hostages to long-term transportation and customs procedures and they will have to pay for increased recycling.
