Development and training of AI models in Russia will be allowed only within the country

The Ministry of Finance has developed a draft federal law on the regulation of artificial intelligence, according to which all stages of the development and training of AI models will have to take place in Russia. This was announced on March 18 on the official website of the department.

"The bill provides for a risk-based approach to AI regulation. In other words, the requirements for AI systems depend on the degree of their impact on human life and society. It is also proposed to introduce the concepts of sovereign, national and trusted artificial intelligence models," the Ministry of Finance noted.

It is noted that citizens will be able to challenge decisions of government agencies and state-owned companies made using AI in a pre-trial procedure. In case of harm, a person will be entitled to compensation. Developers are required to exclude discriminatory algorithms and block the creation of illegal content.

All audio-visual materials created with the help of AI must contain a special warning label. Large social networks are required to check its availability or label the content themselves. It is planned that the document will enter into force on September 1, 2027.
