Russian President Vladimir Putin has signed a law extending the parallel import mechanism and a number of other anti-sanctions measures for 2026. The relevant document was published on December 15 on the official Internet portal of legal information.
The law extends the mechanism, which has been in operation since May 2022, which allows the import of products without the approval of trademark owners.
Special rules for assessing the conformity of goods, the circulation of medicines, licensing and other licensing procedures introduced to counteract sanctions are also being extended for 2026. The document comes into force on January 1, 2026.
Earlier, on December 9, the State Duma adopted in the third reading a law extending parallel imports for 2026. The document states that the parallel import mechanism is being implemented as part of the implementation of priority measures to ensure the development of the Russian economy in the face of external prohibitions and restrictions of an economic nature.
On June 2, Georgy Ostapkovich, Director of the HSE Center for Economic Studies, said that the volume of parallel imports to Russia is decreasing. According to him, buyers could take a break in anticipation of more favorable prices, as the ruble is now strengthening and imported goods are becoming cheaper.
