Aksakov: an experiment on OSAGO control through cameras will be held in three regions of the Russian Federation

In Moscow, St. Petersburg and Chuvashia, an experiment will be launched to control CTP policies using street video surveillance cameras. This was announced on October 6 by Anatoly Aksakov, head of the State Duma Committee on the Financial Market, during parliamentary hearings on improving the CTP law, the Izvestia correspondent reports.

According to the deputy, this practice will spread to different regions of Russia, but the first ones will be those in which a traffic accident is more expensive.

"The movement is very complex, and it is clear that such ideas must be implemented first," he said.

Aksakov also added that he proposed Chuvashia as a region for the experiment, as the republic's authorities "actively propose and promote" this idea.

In addition, the MP expressed the hope that the decision to start the experiment "will be made in the near future."

Once a day after driving: how will drivers without CTP be punished?

A limit will be introduced for fines for not having a policy.

Alexey Tsydenov, Chairman of the Commission of the State Council of the Russian Federation on the Efficient Transport System, reported on October 1 that automatic monitoring of the availability of a CTP policy from traffic cameras for photo-video recording of violations could be introduced in a pilot mode at the end of this year. He clarified that it is planned to fully deploy the system in 2026.

Prior to that, on September 24, a bill was submitted to the State Duma, according to which the owner of a car recorded by cameras without a CTP policy will be fined no more than once a day. According to Aksakov, fines for driving a car without a CTP policy may be levied in the future for each violation recorded by cameras.

Currently, Article 12.37 of the Administrative Code allows you to issue several fines per day if a violation is recorded repeatedly. The fine for the absence of CTP is 800 rubles, in case of repeated violation — from 3 thousand to 5 thousand rubles.
