The Ministry of Construction told about laying asphalt in bad weather

The introduction of a ban on asphalt paving in bad weather may lead to an increase in work deadlines, said Deputy Head of the Ministry of Construction of the Russian Federation Sergey Muzychenko in response to a request from State Duma Deputy Vladimir Plyakin.

He noted that at the moment there are requirements for carrying out work in adverse conditions that allow for high-quality installation.

"The introduction of a ban on such work will lead to the impossibility of carrying out construction work most of the time of the year and, as a result, an increase in the timing of such work," Muzychenko stressed, as quoted by TASS.

He also clarified that in accordance with GOST R 58831-2020, the laying of asphalt concrete pavements in adverse conditions is possible in exceptional cases to ensure road safety and prevent premature destruction of the underlying structural layers.

According to him, asphalt laying is allowed only on a carefully prepared and dry bottom layer of asphalt concrete or cement concrete, while puddles are not allowed on the primed surface, and the thickness of the water film should not exceed 1 mm.

In addition, before laying, it is necessary to regularly remove water with brushes or compressed air, as well as to prevent water from entering from neighboring areas. After a break due to precipitation, the surface should be cleaned of water, dried and, if possible, warmed up.

On September 16, it was reported that the Ministry of Transport and the Ministry of Internal Affairs are developing a draft law that plans to change the rules for recognizing road sections as accident hotbeds. It was clarified that according to the current rules, the authorities must wait a year before the site is declared an emergency, and only then can they take action. If a stretch of road is officially recognized as a place of concentration of accidents, then a camera can be installed on it to record violations. In addition, separate funding is also allocated for the elimination of accident hotbeds.
