If there are no available places in dormitories, Russian universities have the right to assist students in renting housing. This was announced on July 6 by Professor Igor Murog, a member of the Federation Council Committee on Science, Education and Culture.
"Housing rental compensation is not yet mandatory for universities — federal legislation does not provide for such a duty. Nevertheless, in 2025-2026, a number of educational institutions have expanded voluntary support measures: from financial assistance and targeted payments to special partnership programs," he said in an interview with RIA Novosti.
According to Murog, ITMO (Institute of Information Technology) helped students with accommodation in apartment hotels, and HSE (National Research University Higher School of Economics) provided preferential living conditions in a number of residential complexes.
He clarified that individual universities entered into agreements on the mutual use of vacant places with neighboring universities or rented entire buildings on their own, while the conditions for participation in such programs, the amount of support and the list of necessary documents were determined by each university individually.
The press service of the Popular Front's Moshelovka reported on July 6 that a new fraud scheme had appeared in Russia aimed at applicants and their parents in the midst of an admission campaign. It was noted that they allegedly promise guaranteed admission to budgetary or targeted places for an "organizational fee."
