The Russian Ministry of Education and Science has changed the rules for admission to postgraduate studies: starting in 2026, it will be possible to apply electronically only through the Gosuslugi portal. At the same time, the terms of admission and enrollment, as well as other basic rules, remain unchanged. This was reported on May 31 in the press service of the Ministry.

"Starting in 2026, applicants will be able to apply for admission to graduate school through the Gosuslugi portal, personally to an educational organization, or send it through a postal operator. Submitting an application through the university's information systems is being abolished," RIA Novosti said there.

In addition, in order to increase the target quota from 2026, it will be set with an indication of specific training customers, organizations, forms of study, educational programs and the number of places. The target location will be assigned to a specific customer.

It is noted that the total number of graduate students at Russian universities and scientific organizations increased from 87.75 thousand in 2020 to 126.2 thousand in 2025, or by 44%.

The press service of the Ministry of Education and Science announced on May 10 that the campaign to accept applications and documents to all Russian universities at all levels of higher education will begin on a single day — June 20. When applying for budget places in bachelor's, specialist's and basic higher education programs, the application period will end from July 10 to July 20. For applicants applying for paid places in the same programs, admission will end no later than September 20.
