An additional fee may be imposed on buyers of expensive cars. It will depend on the cost of the purchased car, and you will need to pay it before registering it. The relevant amendments to the Tax Code were developed by the deputies of the State Duma. Experts ambiguously assess this initiative. Details can be found in the Izvestia article.

From cars to airplanes

Amendments to the Tax Code have been submitted to the State Duma for consideration, providing for the introduction of a one-time tax on the purchase of luxury goods, including premium and luxury cars. The document has been published in the legislative support system of the Parliament. The tax is also proposed to be levied on buyers of yachts, airplanes and helicopters, as well as to establish a progressive tax scale for expensive real estate.

For cars worth 20-30 million rubles, a tax rate of 1% of the car price is proposed. For models worth 30-50 million rubles, you will need to pay 2% of the amount specified in the sale agreement. If the car price is 50-100 million rubles, the tax will be 3%, and if the car is more expensive than 100 million rubles, then 4%. The same fee of 1-4% of the cost is planned to be imposed on "yachts, sailing vessels, boats, jet skis, as well as airplanes, helicopters and other aircraft worth over 50 million rubles." These rules, as follows from the draft law, will apply to "objects purchased on the territory of the Russian Federation or registered for the first time in accordance with the established procedure."

"The tax <...> is paid as a lump sum (one-time tax) upon state registration of the vehicle with the new owner or within 30 calendar days from the date of purchase, if registration is not required or has not been carried out. The payment of a one-time tax must be confirmed by an appropriate payment document. The registration authority has no right to carry out registration actions without confirming the payment of a one—time tax," the document says.

According to the bill, buyers of cars more expensive than 20 million rubles, as well as water and air vehicles will be required to independently calculate the amount of the new tax and indicate it in the tax return. If they fail to fulfill this obligation, the tax authorities will do it for them and send them an appropriate notification of tax payment.

"The implementation of the bill will ensure additional revenues to the budgets of the constituent entities of the Russian Federation and local budgets, as well as create incentives to optimize the ownership of excess real estate and ultra—expensive movable property," the explanatory note to the bill says.

"God himself ordered it"

According to one of the authors of the amendments, the leader of the Fair Russia party, Sergei Mironov, these decisions will be a step towards a full-fledged luxury tax and a fairer tax system in general. They will bring additional money to the budget, which can be used to support pensioners, families with children, and other social goals, the parliamentarian noted.

"God Himself ordered the state to replenish the treasury at the expense of the richest, their palaces, expensive cars, yachts, airplanes. But the tax system remains "gentle" for the super—rich," Sergei Mironov emphasized.

Double taxation

The experts interviewed by Izvestia are ambivalent about the deputies' initiative. According to Igor Morzharetto, a member of the Presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation, these amendments actually introduce double taxation for a certain part of motorists.

— According to current legislation, owners of cars worth more than 10 million rubles already pay an increased transport tax annually — the so-called luxury tax. Now it is proposed to introduce another fee for them — this is pure double taxation and a return to the principle of "take everything and divide". I am categorically against the proposed amendments," he told Izvestia.

Maxim Kadakov, the editor-in-chief of Za Rulem magazine, is concerned about the very principle that owners of expensive cars and other vehicles should be required to pay several times for the same property. In addition, he has questions about the very definition of a luxury or expensive car.

— The proposed target of 20 million rubles for cars, at first glance, seems adequate. But who can guarantee that in the future it will not be reduced "in order to replenish the budget"? After all, for the owner of a conditional Lada Granta, a crossover like the Haval Dargo or Geely Mongaro is considered premium or luxury. And in the eyes of those who, in principle, cannot afford to buy a car, any car owner is a rich man. This provides a wide opportunity to change the standard of luxury," Maxim Kadakov said.

Anton Shaparin, vice-president of the National Automobile Union, also considers the proposals of parliamentarians to be excessive. In his opinion, the focus of taxation should be shifted from motorists to other consumers.

— Motorists already consistently pay the recycling fee, VAT, transport tax, including the luxury tax for expensive cars, and more than 60% of the fuel price is made up of various payments to the budget. To this, you can add the cost of operating the car — VAT on spare parts, parking, toll roads, and in the foreseeable future, paid entry to certain areas of cities. If expensive cars are replaced in the proposed list of "luxuries", for example, with watches or jewelry worth more than 1 million rubles, setting VAT on them, for example, at 50%, then the state will eventually receive significantly more funds, Anton Shaparin is sure.
