The number of CTP policies issued in new regions of the Russian Federation has been calculated

Car owners from the new regions of Russia — the Donetsk and Lugansk People's Republics (DPR and LPR), as well as the Zaporizhia and Kherson regions — issued 718.7 thousand CTP contracts in 2025. The total premium reached 3.89 billion rubles, according to the Telegram channel of the National Insurance Information System (NSIS) on December 16.

The average CTP premium in the new territories of the Russian Federation last year amounted to 5.4 thousand rubles, which turned out to be lower than the national average, the NSIS noted. Most of the policies among the four regions were concluded in the DPR (286.3 thousand units). The lowest was in the Kherson region (57.3 thousand units), where the average premium was the lowest in the new regions — 4864 rubles. The CTP law began to operate in the territories of the new regions of Russia on January 1, 2025.

In Russia as a whole, the total number of CTP policies last year showed an increase of 21.5% and amounted to 54.4 million units. The total premium decreased by 1.1% to 329.3 billion rubles. At the same time, the average premium for CTP as a whole decreased by 18.6%, to 6 thousand rubles.

Excluding "short" policies, the total number of CTP policies increased by 3% (to 44.9 million units), the total premium decreased by 1.6% (to 327.3 billion rubles), the average premium decreased by 4.4% (to 7.28 thousand rubles).

Sales of "short" policies increased almost nine-fold (to 9.4 million units). The total premium on them increased almost 5.4 times (to 2 billion rubles), and the average premium decreased by 39% (to 214 rubles).
