Next month, the tariff corridor within which the cost of CTP policies is calculated will expand by 15% in both directions. In addition, additional increasing coefficients are being introduced for residents of a number of regions of the country. Since December 9, the rules for calculating the cost of CTP policies have been changed, according to the official website of the Central Bank. From this date, the new edition of the instruction of the Bank of Russia "On insurance tariffs for compulsory insurance of civil liability of vehicle owners" comes into force.

According to the document, the tariff corridor for Avtograzhdanka is expanding by 15% in both directions for all types of transport, with the exception of motorcycles — the limits for them are becoming wider by 40%. Thus, starting from December 9, insurance companies will be able to set tariffs in the range of 1,399 — 8,665 rubles (currently 1,646 — 7,535 rubles) for cars owned by individuals, and the corridor for cars owned by legal entities will be 724 — 6,580 rubles (currently 852 — 5,722 rubles). Rates for trucks up to 16 tons are increasing to 791-13,709 rubles (against the current 930-111,921 rubles), and over 16 tons — to 1,489 — 17,201 rubles (now 1,752 — 14,957 rubles). For taxi cars, the tariff corridor will be 1,267 — 18,119 rubles (the current values are 1,490 — 15,756 rubles), and for motorcycles — 155 — 4,260 rubles instead of the current 259 — 3,043 rubles.

"For ordinary car owners who take out insurance for cars used for personal purposes, the tariff corridor has not changed since September 2022. During this time, the average CTP payment has increased 1.5 times," the Bank of Russia said in a statement.

Adjusted for scammers

Along with the expansion of the tariff corridor, the value of the territorial coefficient for a number of subjects of the federation is also changing. Since December 9, it has been increasing for 28 municipalities in several regions of the country and decreasing for 20.

The Russian Union of Motor Insurers clarified that the coefficient is increasing in the Republics of Altai, Dagestan, Kalmykia, Sakha (Yakutia), Tuva, the Chechen Republic, the Stavropol and Khabarovsk Territories, the Magadan and Smolensk regions and the Jewish Autonomous Region. In the Komi Republic and the Chuvash Republic, in the Arkhangelsk, Vladimir, Vologda, Ivanovo, Kemerovo, Murmansk, Sverdlovsk and Tyumen regions, as well as in the Khanty-Mansiysk Autonomous Okrug and Perm Krai, the values of these coefficients will be reduced from December 9, the RS emphasized.

The most significant (twice the current values) increase in the coefficient is provided for five territories in the Novosibirsk region and three districts of the Republic of Ingushetia. In these regions, over the past five years, "a high level of risks of unfair actions in CTP has remained," the Central Bank explains. The regulator reported on the need to set increasing values depending on the level of fraudulent activities in a particular republic, territory or region back in early autumn.

"If there has been a high risk of unfair actions in CTP in the region for a long time, then when calculating the cost of the CT policy (territorial coefficient — Izvestia) it will be twice as high as the base value," the Central Bank of the Russian Federation reported at the stage of discussing the new version of the instruction on tariffs for Avtograzhdanka.

The Bank of Russia notes that the current tariff adjustment will allow insurers to offer policies at a fair price that more accurately takes into account the risks of drivers.

The RSA reported that by the end of January-October 2025, the average payment for annual CTP policies showed an increase of 16% compared to the same period last year and reached 115,803 rubles. The average premium decreased by 4.9% to 7,275 rubles, the Union noted.

— One of the main factors holding back the growth of the average CTP premium is the high competition between insurers for break-even car owners. Changes in the tariff corridor will make it possible to regulate the tariff more precisely in the face of an increase in the cost of spare parts and an increase in payments," said Evgeny Ufimtsev, President of the RFU.

Growth is inevitable

As the experience of previous expansions of tariff corridors shows, the reduction of the lower limit of the "fork" provided for in the instruction of the Central Bank does not lead to a reduction in the cost of the policy, Maxim Kadakov, editor-in-chief of Za Rulem magazine, notes. In the vast majority of cases, insurance companies set tariffs for CTP, if not at the maximum value of the corridor, then at values close to it, he emphasizes.

— I have not seen basic tariffs at the level of 2 thousand or 3 thousand rubles, although insurance companies have such an opportunity within the price range. Usually we are talking about rates from 6.5-7 thousand rubles, In fact, the "downward expansion" is a kind of marketing ploy, a beautiful wrapper that has little to do with the real situation on the CTP market, the editor—in—chief of Za Rulem told Izvestia.

In his opinion, the next expansion of the tariff corridor, coupled with the numerous facts of a shortage of CTP payments for the normal restoration of a car damaged in an accident, will further undermine the confidence of motorists in Avtograzhdanka.

— For many, the CTP policy is perceived simply as an additional mandatory tax, and not as protection in the event of an accident. Insurers themselves say that every tenth car in the country drives without insurance, and in some regions the proportion of such cars is much higher," he told Izvestia.

At the same rates

In the current conditions, different coefficients in a particular region are a justified measure, says Valery Soldunov, a member of the Civic Chamber of the Russian Federation and chairman of the All—Russian Society of Motorists. At the same time, in the future, he considers it advisable to abandon the territorial differentiation of the cost of CTP.

— We have a single country, therefore, the conditions for drivers, including those related to the cost of CTP, must be uniform. This is probably impossible now, but we must strive for this rule, including by reducing accidents in "problem" regions and more careful monitoring, he said.

The revision of CTP tariffs is an expected decision, said Igor Morzharetto, a member of the presidium of the Public Council under the Ministry of Internal Affairs of the Russian Federation. It allows you to differentiate the cost of insurance, taking into account a number of risks, he notes.

— A few years ago, insurance companies announced the need to switch to free CTP tariffs. The current decision is one of the steps in this direction," Igor Morzharetto believes.
