Russians have become more likely to register accidents without traffic police officers

Drivers in Russia submitted 761.7 thousand applications to insurers for registration of an accident using a European protocol following the results of 11 months of 2025. The share of such applications from the total number of CTP was 41%, an increase of 1.5 percentage points year-on-year. This was announced on December 12 on the website of the Russian Union of Motor Insurers (RSA).

Moscow became the leader in the largest number of accident claims filed using a European protocol (without calling traffic police officers), with a result of 65.5 thousand units (31.9% of the total number). The top five regions were joined by the Moscow Region, Novosibirsk Region, Primorsky Krai and Chelyabinsk Region. The least number of applications were registered in the Chukotka and Nenets Autonomous Okrugs — 140 (42.7%) and 76 (19.9%), respectively.

The RSA noted that the procedure for registration of road accidents within the framework of the European protocol remains in demand in almost all regions of the country. In most of them, the proportion of such applications exceeds one third. In recent years, Russians have increasingly used electronic services to register accidents under the European protocol.

In the summer of 2025, the law on raising the payment limit for the European protocol came into force. If the accident was registered without the participation of traffic inspectors and the accident notification recorded the absence of disagreement, while photo-fixing was done using special mobile applications, then the CTP payment limit in this case is 400 thousand rubles. If the participants in the accident have disagreements and the accident data has been recorded, then the payment limit is 200 thousand rubles.

Also on January 12, the RSA announced that in 2025, a trend has emerged in Russia with the use of fraudulent schemes when applying for a European protocol in the event of an accident, these methods allow scammers to effectively earn money from insurance companies.
