Prices for new buildings increased by 15 in 2025%

In December, the median price per square meter of primary real estate averaged 204 thousand rubles in megacities, an increase of 15.2% compared to last December. This is the conclusion reached by the analysts of the Yandex Real Estate service, who conducted a year-end study.

According to the study, the increase in cost was accompanied by a reduction in supply — by 5% compared to November and by 2.9% compared to December 2024. The decrease in the number of apartments sold was primarily due to the sale of more budget-friendly and compact lots in the face of increased demand.

The average supply of new comfort-class buildings in cities with a population of one million decreased by 5.7% per month and by 3.3% per year. A decrease was also noted in the exposition of new business class buildings (-0.8% per month; -3.5% per year). On the contrary, the supply in the elite segment increased (+4.8% in a month; +22.2% in a year).

The reduction in supply in 2025 occurred due to increased demand in the market. According to the Yandex Real Estate services and Pulse of New Building Sales, by the end of 11 months of 2025, more than 212.6 thousand equity participation agreements were concluded in Russian megacities, and the total area of the lots sold was over 10.1 million square meters. m.

The number of transactions with remote control turned out to be less than last year's level (-10.5%), however, since the reduction of the key interest rate, a trend towards an increase in consumer activity has become noticeable on the market. Since the spring of 2025, the total volume of primary real estate transactions in all megacities has shown a growing trend, gradually increasing from 15.7 thousand transactions (May 2025) to 27.5 thousand transactions (November).

"Additionally, the activity of buyers was stimulated by the developers themselves. In 2025, special offers were popular among developers — the possibility of trade-in, installments, additional options as a gift, favorable conditions when buying a parking space or storage room with an apartment, and, of course, discounts on the apartments themselves. For example, in the Moscow region, the average discount in the third quarter was 14%, in St. Petersburg and the Leningrad region - 7%," Evgeny Belokurov, commercial director of Yandex Real Estate, explained to Izvestia.

He also noted that developers actively made additional promotions and discounts on the eve of the New Year. According to the expert, the trend towards price flexibility will continue in 2026.

On December 12, analysts from Metrium and SIS Development told Izvestia that the Southeastern Administrative District of Moscow has become the leader in price increases for massive new buildings over the past year. Over the past 12 months, the average cost per square meter here has increased by 25%. A significant increase was also recorded in the Northern Administrative District, where prices increased by 24% — from 311.6 thousand to 387.5 thousand rubles. The least pronounced rise in price was noted in the Southern and Eastern districts, where the cost per square meter increased by 7% and 6%, respectively.
