The State Duma has extended the parallel import mechanism for 2026
In the third reading, the State Duma adopted a law extending parallel imports for 2026. Relevant information about this appeared on December 9 on the website of the legislative support system.
The document states that the parallel import mechanism is being implemented as part of the implementation of priority measures to ensure the development of the Russian economy in the face of external prohibitions and restrictions of an economic nature.
"Taking into account the established law enforcement practice in the field of control (supervisory) and licensing activities in the context of continuing external sanctions pressure, the amendments proposed by the draft law will allow the Government of the Russian Federation in 2026 to promptly take measures aimed at reducing the administrative and financial burden on business entities when carrying out activities requiring permits," the document says.
It is also noted that currently a simplified compliance assessment mechanism is needed to ensure parallel imports and counteract the imposition of secondary sanctions on partners, including from unfriendly countries.
On June 2, Georgy Ostapkovich, Director of the HSE Center for Economic Studies, said that the volume of parallel imports to Russia is decreasing. According to him, buyers could take a break in anticipation of more favorable prices, as the ruble is now strengthening and imported goods are becoming cheaper.
