NAUZ proposed to introduce allowances for doctors and scientists to reduce the shortage of medical staff

There is an acute shortage of medical specialists in Russia, and it will be extremely difficult to solve the problem without urgent systemic measures. This was announced to Izvestia on December 9 by Muslim Muslimov, Chairman of the National Association of Healthcare Managers (NAUZ), who sent a proposal to Prime Minister Mikhail Mishustin to expand support measures for highly qualified doctors and mid-level medical staff.

According to the document, the industry lacks more than 23 thousand doctors and about 63 thousand mid-level specialists. The share of the shortage of medical workers in the country is estimated at 25.7% on average and, as noted, will grow due to the aging of personnel. NAUZ representatives emphasized that medical workers engaged in scientific activities ensure the development of technology and increase the prestige of the profession among young people.

"In accordance with the current legislation of the Russian Federation, the issue of accrual of additional payments to the salary for an employee of the healthcare sector with an academic title or an academic degree is currently not systematically regulated. Some government and commercial medical organizations establish this incentive measure, but its size is often extremely small. At the same time, it is the healthcare professionals who have chosen the path of increasing scientific knowledge, who not only continuously improve their skills, but also popularize medical professions, helping to attract young personnel to the industry," the appeal says.

Representatives of NAUZ proposed to consolidate in legislation mandatory additional payments for all healthcare workers with academic degrees and titles, both in the public and commercial sectors. The appeal states that the amount of allowances should be 50% of the salary for holders of the academic title of associate professor and 70% for professors. It is proposed to set a fixed surcharge of 11,220 rubles (0.5 minimum wage) for candidates of sciences, and 22,440 rubles (1 minimum wage) for doctors of Sciences.

It is also necessary to index the amounts of these surcharges annually, taking into account inflation, in order to maintain their real effectiveness.

NAUZ is confident that the implementation of the initiative will strengthen the human resources potential of the industry, reduce staff turnover and improve the quality of medical care for the population.

Earlier, on April 25, it was reported that the Ministry and the government are taking measures to eliminate the shortage of medical personnel. Thus, the metropolitan authorities have increased admission to low-cost places in medical universities. In addition, the regions provide social housing for medical workers. Also, at the federal level, enrollment has been increased under targeted contracts, when the budget pays for the tuition of a student, but after graduation he must work for some time in the region.
