The time of stay of migrant workers in the Russian Federation will be limited by the term of the employment contract. As Izvestia found out, such a bill will be submitted to the State Duma on December 13 by the leader of the Fair Russia party, Sergei Mironov.
The document, which is available to Izvestia, also proposes the creation of a mechanism for the organized recruitment of foreign citizens to work in the territory of the Russian Federation. In addition, it is proposed to introduce mandatory state fingerprint registration and photographing within 30 calendar days from the date of entry of foreign citizens into the Russian Federation.
"Today, one of the main problems in the field of migration is the lack of a planning and management system for attracting unskilled labor. The influx of migrants occurs spontaneously, and the needs of regional economies for foreign workers are not taken into account. This leads to an excessive concentration of migrants in some regions and a shortage in others. In this regard, we must cancel patents and introduce a system of organized recruitment of foreign citizens on the basis of work permits with employment at a particular enterprise. Transfer to another organization should be strictly prohibited, and for violation, expulsion from the country," Mironov explained to Izvestia.
According to him, the duration of stay of a low-skilled foreign worker in Russia should be limited by the duration of the employment contract.
"After the end of the contract, the employee must leave our country, and the employer is obliged to ensure his return, including cases of forced deportation or forced administrative expulsion from the country. To do this, the employer must deposit funds into a special deposit or provide a bank guarantee. The availability of financial security should become a prerequisite for issuing an entry permit to Russia," Mironov believes.
On November 21, Ruslan Kukharuk, Governor of the Khanty-Mansiysk Autonomous Okrug (Khanty-Mansiysk Autonomous Okrug), announced that the regional authorities were expanding the list of areas where it would be impossible to hire migrants under labor patents. It was noted that in the Khanty-Mansi Autonomous Okrug, the ban applies to healthcare, energy, water purification and distribution, household services and care, and the provision of financial services. These will include courier work, as well as traditional crafts such as harvesting wild plants and fishing.
Russian President Vladimir Putin said on October 10 that Russia was interested in foreign labor, but it should be law-abiding citizens. The Russian leader noted that there are many problems in the field of migration, and Russian citizens themselves point this out. In addition, he stressed that migrants must comply with the law and the rules of Russia.
