The Russian government on Saturday, November 29, extended the ban on the export of waste and scrap of precious metals for six months. The restrictions will be in effect until May 31, 2026.
"A temporary ban on the export of waste and scrap of precious metals has been extended in Russia. According to the signed decree, the restriction will be in effect for another six months — from December 1, 2025 to May 31, 2026," the government's website says.
It is noted that the ban also concerns the export of waste and scrap of clad precious metals from the Russian Federation. In addition, the export of waste and scrap of electrical and electronic products that are used to extract precious metals that are important for the domestic market of the country will be suspended.
According to the decree, the ban will not apply to the export of antimony cathode in ingots and samples taken from shipments of scrap and waste of precious metals exported by refining organizations. The government added that the mass of one sample should be no more than 500 g per batch, regardless of the number of such batches under a foreign trade contract.
According to the government, such restrictions make it possible to increase the capacity utilization of Russian refining enterprises by attracting volumes of secondary raw materials for processing and production of precious metals.
Russian Security Council Secretary Sergei Shoigu said in April that Russia is one of the leaders in rare earth reserves in the world. According to him, Russia exports metals annually for about $7.2–7.6 billion, and purchases goods from these metals for $75 billion. It was specified that this is approximately 4% of GDP (gross domestic product).
