The State Duma (State Duma) adopted in the third reading a draft law on tightening the conditions for issuing compulsory medical insurance (CHI) to migrants. This is evidenced on November 20 by a document posted on the website of legal acts.

The relevant document on amendments to the law "On Compulsory Medical Insurance in the Russian Federation" was submitted for consideration on September 29 this year. It implies that the compulsory medical insurance policy will be issued to those migrants who legally work in Russia and have been able to accumulate five years of work experience in this country.

This measure, as explained, will not affect highly qualified specialists, nor will it apply to emergencies.

Earlier that day, the Ministry of Health of the Russian Federation offered foreigners temporarily working in Russia to grant rights in the field of compulsory medical insurance. The Ministry of Health also proposed to organize the exchange of data concerning foreigners and stateless persons temporarily staying and working in Russia between the Pension and Social Insurance Fund and the Federal Compulsory Medical Insurance Fund.
