The State Duma Committee approved the law on the frequency of fines from cameras for the absence of CTP

The State Duma Committee on State Construction and Legislation recommended the adoption in the first reading of a bill that prohibits repeated fines during the day for driving without CTP. Anatoly Aksakov, Chairman of the State Duma Committee on the Financial Market, announced this in his Telegram channel on October 27.

Currently, for driving a car without a valid CTP policy, a fine of 800 rubles is threatened, and in case of repeated violation — from 3 thousand to 5 thousand rubles. After launching automatic checks for the availability of a policy from video surveillance systems, motorists may find themselves "at risk of huge financial sanctions if they travel without insurance under a dozen cameras per day," Aksakov noted.

He noted that the Ministry of Internal Affairs plans to automatically record the absence of CTP among drivers using traffic cameras and issue fines starting in the fall of 2026. Before that, the system will be tested in pilot regions. Before it is fully configured, motorists will receive only notifications of violations. The document was submitted to the State Duma in September.

Earlier, on October 24, a representative of the Russian Union of Motor Insurers told Izvestia that a pilot project for checking CTP from cameras could be launched in several regions by the end of 2025. Anatoly Aksakov, head of the State Duma Committee on the financial Market, clarified that Moscow, St. Petersburg and Chuvashia are planning to join it. It is assumed that the mechanism will be extended to the whole country in October 2026.
