Manturov instructed to postpone the introduction of new rules for calculating waste collection

First Deputy Prime Minister Denis Manturov instructed the Russian Ministry of Industry and Trade to study the possibility of postponing by a month the deadline for the introduction of new rules for calculating waste collection, which were to enter into force on November 1. Manturov announced this during a plenary session of the State Duma.

"I am sure that we will find the best option, and this should satisfy everyone from the point of view of the main question that was actually raised. These are the cars that are either undergoing customs clearance or are in transit. Therefore, naturally, we will not create difficulties for the population," RIA Novosti quoted Manturov as saying on October 14.

Earlier that day, it became known that Manturov had instructed the Ministry of Industry and Trade to submit proposals for a possible postponement of the introduction of new rules for calculating car scrap based on the results of consideration of the appeal of the all-Russian public organization Delovaya Rossiya. Public activists pointed out that the force majeure delay in the delivery of cars from abroad was faced by citizens who paid for the car before the announcement of the upcoming changes.

The Ministry of Industry and Trade of the Russian Federation is going to report to the head of government Mikhail Mishustin and Manturov this week proposals on the issue of postponing changes in car recycling calculations, Anton Alikhanov reported on October 14.

The draft government decree developed by the Ministry of Industry and Trade assumes the introduction of a new criterion for calculating the size of the scrap yard from November 1 of this year — engine power. The existing grace periods for individual importers who import cars for personal use (3.4 thousand rubles for new models and 5.2 thousand rubles for cars older than three years) will remain. However, they will only apply to models no more powerful than 160 hp.
