The cancellation of car depreciation in the calculation of CTP payments may lead to a 40% increase in the cost of compulsory motor insurance policies. This was stated by the Deputy Chairman of the Bank of Russia Philip Gabunia during the parliamentary hearings in the Federation Council.
"Wear and tear is a significant part of the tariff. If we abandon it, it will have about 40% impact on the tariff, which means a one—time increase in the cost of policies. I'm not sure that this is necessary in today's realities," TASS quoted him as saying on October 6.
Insurers can pay CTP compensation to car owners after an accident, or ensure the restoration of a damaged car. Gabunia noted that wear and tear is not taken into account during repairs, although it accounts for no more than 10-12% of CTP payments, according to the Russian Union of Motor Insurers, while the amount of direct compensation depends on the year of manufacture of the car.
The deputy chairman of the Central Bank shared that in the first half of this year, the number of complaints about CTP fell from 15,000 to 6,000, while the number of complaints about repairs remained unchanged and related to the timing of work.
Earlier in the day, Russian Deputy Finance Minister Ivan Chebeskov said during a parliamentary hearing that the transfer of the right to choose the form of CTP compensation (money or repairs) The transfer from the car owner to the insurer should include the full cost of restoring the car, without taking into account the wear and tear of parts.
Anatoly Aksakov, head of the State Duma Committee on the Financial Market, also indicated on October 6 that the launch of an experiment to check CTP policies through traffic cameras for photo-video recording of violations would take place soon, probably in early 2026.
