Changes to the recycling calculation, which will take into account power in addition to the engine volume of the car, are necessary to create fair conditions. Subcompact hybrid engines with a small volume produce power comparable to large gasoline engines. This was stated by the head of the Ministry of Industry and Trade of the Russian Federation Anton Alikhanov.

"In the design of high—tech and more expensive hybrid models, low-volume engines are used (assuming a lower coefficient for calculating recycling), however, together with electric motors, the power plant generates a multiple of more power than, for example, some large-volume gasoline engines," TASS quoted Alikhanov as saying on September 30.

The head of the Ministry of Industry and Trade noted that the preferential recycling threshold for cars with a capacity of up to 160 hp was retained to support citizens who import such foreign cars into the country. At the same time, this privilege has hardly changed since the advent of recycling in Russia, which caused a significant structural distortion of the market — artificial advantages for the import of individuals compared to the official market and dealers, he said.

In an interview, Alikhanov also ruled out the risks for right-hand drive cars in the Russian Federation after adjusting the recycling. The share of right-hand drive passenger cars with an engine capacity of up to 160 hp registered in the country in just under nine months of this year was 85%.

In addition, according to the minister, by 2030, cars in the mainly luxury segment (such as Mercedes-Benz G-Class, Rolls-Royce, Bentley Continental GT) will be subject to scrap collection in the amount of up to 10 million rubles, however, taking into account the impact of macroeconomics and inflation, in five years its share will decrease in the cost of such a car..

The day before, it was reported that revenues to the budget of the Russian Federation from the recycling fee for vehicles in 2026 are expected to reach 1.65 trillion rubles, the amount includes 561 billion rubles from imports. At the same time, in 2025, revenue from recycling will amount to 1.12 trillion rubles, including 418.23 billion rubles from imports and 704.95 billion rubles for manufactured vehicles, the publication notes.
