Revenue from scrap collection for transport in 2026 has been calculated
Revenues to the budget of the Russian Federation from the recycling fee for vehicles in 2026 are expected to reach 1.65 trillion rubles, the amount includes 561 billion rubles from imports. This was reported on September 29 by Prime with reference to data from the explanatory note to the draft budget published in the database of bills of the lower house of parliament.
It is expected that in 2027, revenue from recycling will amount to 2 trillion rubles. Of these, 632.98 billion rubles are from imports, and 1.36 trillion rubles are from production in the Russian Federation. In 2028, 2.3 trillion rubles of revenue is expected (701.71 billion from imports and 1.59 billion from production).
At the same time, in 2025, revenue from recycling will amount to 1.12 trillion rubles, including 418.23 billion rubles from imports and 704.95 billion rubles for manufactured vehicles, the publication notes.
The recycling fee is a tax for manufacturers and importers that covers the further costs of recycling a car. They are required to pay it for each vehicle produced or imported into the Russian Federation.
Earlier, on September 12, it was reported that a draft government decree developed by the Ministry of Industry and Trade suggests the introduction of a new criterion for calculating the size of the scrap yard from November 1 this year — engine power. The existing grace periods for individual importers who carry cars for personal use (3.4 thousand rubles for new models and 5.2 thousand rubles for cars older than three years) will remain. However, they will only apply to models no more powerful than 160 hp.
On September 19, Sergey Tselikov, CEO of Autostat, announced that if the rules for calculating recycling were changed, cars of premium brands such as BMW, Mercedes-Benz and Audi would rise in price in Russia quite seriously.
