The Stavropol authorities will develop a law to solve the problem of unauthorized landfills and sanitary cleaning around container sites. This was announced on Thursday, July 17, by Governor Vladimir Vladimirov in social networks.

There is an acute problem with piles of garbage near containers in the region. Neither municipalities, nor the regional operator, nor management companies are responsible for the situation. This issue is particularly acute now in the east of Stavropol.

Vladimirov instructed the heads of municipalities to raise contracts with regional operators and clearly identify those responsible for the order near the garbage sites, writes IA StavropolMedia. By law, this is not included in the MSW tariff, so the governor sees amendments to the legislation as the only solution.

"We will develop proposals for federal legislation to consolidate responsibility for cleaning up MSW accumulation sites and eliminating unauthorized landfills. I instructed the regional Ministry of Housing and Communal Services to prepare them," the head of Stavropol summed up.

He added that regional operators or municipal enterprises should clean up around garbage cans and eliminate illegal landfills while legislation is changing. At the same time, they should clean the space of waste on their own initiative, and not under duress, Vladimirov stressed.

Earlier, Izvestia wrote that fees for garbage collection may change in Russian regions. Currently, in most regions, this indicator depends on the number of tenants in an apartment, but the government advised local authorities to consider a different system, depending on the size of the apartment.
