The Board of Directors approved amendments to the draft law on departmental security

Additional amendments to the draft law on fines for obstructing the legitimate activities of departmental security personnel were approved on July 7 by the government commission on legislative activity, sources in the government told Izvestia. The document is available to the editorial staff.

The bill proposes to introduce administrative liability for obstructing the legitimate activities of departmental security personnel, said Igor Cherepanov, Deputy Chairman of the Board of the Association of Lawyers of Russia.

"The changes made expand the powers of departmental security officers. In particular, they are given the right to detain violators who interfere with their legitimate activities. The draft law is being developed due to the increasing number of cases of sabotage and terrorist acts against fuel and energy complex facilities that are protected by departmental security," he explained.

According to Igor Cherepanov, it is proposed to introduce a separate article for obstructing the legitimate activities of departmental security personnel, as well as officials of paramilitary and security units of organizations subordinate to the Rosgvardiya.

"For such an offense, a fine of 2 to 5 thousand rubles is provided. In addition, if such an offense is discovered at the location of the protected facility, senior officials of the departmental security of federal executive authorities, the highest executive body of the subject of the Russian Federation — the federal city of Moscow, as well as organizations under the jurisdiction of the Rosgvardiya, have the right to carry out administrative detention," he said.
