Real estate transactions in Russia from September 1, 2025 will become more transparent due to changes in the rules for maintaining the Unified State Register of Real Estate (USRN). This was announced on June 5 by Alexander Aksenenko, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

According to him, due to the entry into force of the new law, the EGRN will display information about the family members of the property owner, both current and former, if they still have the right to use housing. Aksyonenko noted that these changes will bring transparency to transactions and make them more secure.

He added that previously such information was available only from the seller. This created risks of unexpected "encumbrances" for the buyer.

"For example, when, after the purchase, ex-wives, minor children, brothers living in other cities, and other relatives with property claims to the sold property suddenly appeared on the doorstep. Now, the registry will contain information about those who have retained the right to live in an apartment," RIA Novosti quoted Aksenenko as saying.

In addition, he clarified that information about relatives who have the right to live in an apartment will be entered on the basis of an application from the owner of the apartment, the person who has such a right, or a court decision.

"Buyers will be able to find out in advance about the presence of persons with the right to live in the apartment being purchased, which will avoid legal disputes and provide greater legal certainty," Aksyonenko said.

He also noted that this law will also protect people who have the right to live in the housing for sale, as it will protect them from unexpected transactions.
