The financier warned Russians about a new restriction on money transfers
New restrictions on money transfers will begin to apply in Russia on May 30, because people who have not opened a bank account will not be able to transfer more than 100 thousand rubles. At the same time, if the amount of the money transfer turns out to be higher, then the person will have to undergo full identification at the bank. This was announced on May 11 by Maria Ermilova, Associate Professor of the Department of Finance for Sustainable Development at Plekhanov Russian University of Economics.
"Starting from May 30, 2025, as part of the anti-money laundering legislation, we have introduced certain restrictions related to the transfer amount. With simplified identification, it will be possible to transfer no more than 100 thousand rubles or an equivalent amount in a foreign currency. This also applies to electronic media," Ermilova said in an interview with the Prime agency.
In addition, she noted that, according to current legislation, a person has the right to transfer an amount of no more than 15 thousand rubles without simplified identification. However, if the amount exceeds this threshold, an additional confirmation must be made. However, the maximum transfer amount is not set for such identification.
Starting from May 30, people who transfer more than 100,000 rubles will have to undergo full identification, indicating the place of registration, actual residence, possible beneficiaries and the purpose for which the bank transfer is made.
"Now regulators at the level of the legislation of the Russian Federation are fighting against the legalization of proceeds from crime and the withdrawal of capital from our country. The measure that is being introduced now is aimed at resolving these issues," the financier said.
Denis Tsyplakov, Chairman of the VM-Pravo Bar Association, announced on April 28 that the problem of involving children and adolescents in dropper schemes requires urgent attention from parents, law enforcement agencies and financial institutions. The lawyer stressed that not all cases fall under criminal prosecution. For example, if a person accidentally received illegally withdrawn money and returned it, this is not considered a crime — there is no intent. But if the card was handed over for a reward, then this is already complicity.
