The preliminary report on the crash of Azerbaijan Airlines (AZAL) airplane near Aktau, published by the Ministry of Transport of Kazakhstan, has no conclusions about the causes of the aircraft crash. This was stated by Rosaviatsia on February 5.

"The preliminary report on the investigation of the aircraft accident with the aircraft Embraer 190 of Azerbaijan Airlines (AZAL) is preliminary in nature and does not contain conclusions about the causes of the incident," the agency said in its Telegram channel.

The work of the commission, which is investigating the circumstances of the crash, will continue, and the final report will contain conclusions about what happened to the AZAL flight.

In Rosaviatsia drew attention to the fact that the report confirms the presence of damage on the fuselage, which appeared from external impact. At the same time, Kazakhstan does not report that it identified the foreign objects that hit the aircraft, and Russia has not yet had the opportunity to study them, because these elements were not transferred to it.

In addition, the report confirmed that it was the airplane's crew that made the decision to leave for the alternate airfield in Aktau. The pilots did not use the alternatives offered by Russian dispatchers - Makhachkala and Mineralnye Vody - although these airports were ready to receive the plane.

Finally, it was the crew members who reported to Russian air traffic controllers that the plane had been hit by birds and the oxygen tank had exploded.

A preliminary report on the crash of the AZAL plane was published by Kazakhstan's Ministry of Transportation the day before. The document says that before the crash of the airplane dispatchers talked about the introduction of the plan "Cover" in Grozny. In addition, it also spoke about the hit in the structure of "external objects". The ministry emphasized that the information presented in the report could be clarified and supplemented in the future.

Kremlin spokesman Dmitry Peskov said on February 5 that specialized Russian agencies would have to study the report with due attention.

Before that, on January 24, Kazakh Deputy Prime Minister Kanat Bozumbayev said that the decoding of the black boxes of the downed plane was over, and the materials were returned to the republic. The deputy head of the government added that Azerbaijan and Russia have copies of the records.

A passenger plane of AZAL Airlines, heading from Baku to Grozny, crashed near the Kazakh city of Aktau on December 25 last year. A criminal case was opened after the incident. There were 62 passengers and five crew members on board. Thirty-eight people died, among them were seven Russians.

The black boxes were decrypted in Brazil by employees of the Brazilian Center for Investigation and Prevention of Air Accidents (CENIPA) and nine technicians from Azerbaijan, Russia and Kazakhstan.
