On Wednesday, November 20, the Federation Council approved at the plenary session a law banning the adoption of children for citizens of countries where gender reassignment is allowed.

It is specified that this decision was unanimously supported by senators.

The Family Code of the Russian Federation is amended to prohibit the adoption and guardianship of Russian children by citizens of countries where gender reassignment is allowed, both by medical means and by changing documents without medical intervention. Stateless persons residing in such countries are also prohibited from becoming guardians.

It is noted that the ban is already in effect for couples in same-sex marriages, people who are citizens of countries where such marriages are allowed and for persons who have already changed sex.

"The adoption of these decisions is the basis for the protection of family, childhood, motherhood and fatherhood in our country," said Natalia Kuvshinova, a member of the SF Committee on Constitutional Legislation and State Building.

The ban was proposed by Duma Speaker Vyacheslav Volodin on June 19. He pointed out that a number of European countries, including Austria, Estonia, Germany, Iceland, Italy, Luxembourg, Malta, Norway, Slovenia and Switzerland, have no age limits for legal sex change.

On November 12, the bill was passed by the State Duma.
