Russia has increased control over the health status of migrant workers
In Russia, the rules for medical examination for migrant workers have been tightened since September 1. This is evidenced by the law that has entered into force, published in the database of draft laws of the lower house of parliament.
It is noted that the changes provide for a reduction in the time required for examination after entry into the country and the introduction of annual inspections. Previously, foreign citizens had to undergo a medical examination for the absence of dangerous infections, HIV and drug use within 90 days after entering Russia. This period has now been reduced to 30 days.
In addition, migrants who have arrived in the country for more than 30 days will be required to undergo a medical examination annually. Foreigners themselves or their employers must pay for the procedure. The innovations also prohibit mediation in the organization of surveys. Only authorized medical organizations will be able to conduct medical examinations. Based on the results of the survey, a conclusion will be drawn up, including in electronic form with data entry into the unified state information system in the field of healthcare. If a migrant is diagnosed with dangerous diseases, HIV infection, or drug use, medical organizations will be required to notify the Ministry of Internal Affairs and Rospotrebnadzor within 24 hours to make further decisions.
Deputies of the State Duma adopted a bill aimed at combating illegal migration and strengthening control over the health of foreign workers on May 27 at a plenary session in the second and third readings. Obtaining a temporary residence permit, work permit, or patent renewal will become impossible without a medical certificate. The results of the inspections will be recorded in the unified state information system.
