Minimal housing costs have been fixed in Dagestan
The lowest share of expenditures on housing and communal services (HCS) in family budgets among Russian regions was recorded in Dagestan — 5%, and the highest — in the Murmansk region, where this figure was 14.2%. This is evidenced by the results of a RIA Novosti study of data for 2025, published on August 24.
Dagestan took the first place in terms of the minimum share of utility costs. The Astrakhan Region, Ingushetia, Kabardino-Balkarian Republic (KBR), Kursk and Belgorod regions, as well as Kalmykia entered the group of subjects with a rate below 7%. At the same time, in 57 regions of Russia, no more than a tenth of household consumer spending is spent on housing and communal services.
