The Federation Council told about changes in housing and communal services and pension payments from August 1

Starting from August 1, 2026, a package of changes will come into force in Russia, which will affect housing and communal services payments, recalculation of pensions and support measures for certain categories of citizens. This was announced on July 30 by Natalia Koshikhina, a member of the Federation Council Committee on Social Policy.

"Utility bills will become clearer: now the lines "maintenance of common property" and "current repairs" will be posted separately. Every owner should clearly see exactly what his money is going for," Koshikhina told TASS.

Starting in August, separate lines will appear in payment documents for housing and communal services for the maintenance of common property and routine repairs. The senator also noted that a single rule is being introduced for management companies: receipts must be sent to owners by the 5th, and payment must be made by the 15th of the following month.

In addition, the Social Fund of Russia will automatically recalculate the insurance part of the pensions of working pensioners. Citizens will not need to submit applications or provide additional documents.

Koshikhina clarified that in 2026, the cost of one pension point is 156.76 rubles, and the maximum amount of the increase after recalculation will reach 470.28 rubles.

Funded pensions will also increase significantly: by 17.3% for citizens whose funds are in the Social Fund of Russia, and by 19.32% for participants in co-financing programs and women who have allocated maternity capital to a funded pension.

The senator added that the fixed pension payment will be doubled to 19,169.38 rubles for veterans who turned 80 in July, as well as for citizens who received disability group I.

Sergei Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, announced on the same day that Russians will be able to receive payment documents for housing and communal services through the Gosuslugi portal from September 1, 2027. Citizens who do not consent to receive documents through the portal, as well as certain categories of the population, will continue to receive payments in their usual form.
