Putin signed a law on stricter income requirements for migrants

In Russia, the financial security requirements for foreign workers have been significantly tightened, obliging them to confirm incomes at least at the regional subsistence level, taking into account all dependent family members. The relevant law is on July 26 It was published on the website of the official publication of legal acts.

According to the approved innovations, if a migrant worker carries out activities simultaneously in several regions of the country, the calculation of the minimum allowable income will be based on the highest regional indicator. At the same time, the total amount of security should not exceed the average monthly accrued salary in a particular region. If it is revealed that the earnings of a foreigner were below the limit set by the state, his employment contract will be considered terminated, and the period of legal stay in Russia is subject to reduction.

To ensure the transparency of the new system, a strict mechanism for interdepartmental control over the income of visiting specialists is being introduced. The Federal Tax Service will begin to regularly send information to the Ministry of Internal Affairs on the income of foreign citizens for every three, six, nine and 12 months of the calendar year, and the Social Fund of the Russian Federation will provide similar data on their direct employment.

On July 21, the State Duma adopted in the third reading a law banning foreigners with outstanding or outstanding criminal records from obtaining Russian citizenship and the right to reside in the country. The restrictions apply to foreigners convicted of crimes both in Russia and abroad. An act committed abroad must be recognized as a crime in accordance with the federal legislation of the Russian Federation.

The presence of an outstanding or outstanding criminal record will be the basis for refusing to issue a temporary residence permit, a temporary residence permit for educational purposes and a residence permit. A similar restriction is imposed for obtaining Russian citizenship. To apply for documents, a foreigner will need to provide a certificate of absence or criminal record.
