The State Duma proposed to legislate the concept of "single parent"
State Duma deputies from the LDPR faction have sent a bill to the Russian government for consideration, which introduces the official definition of "single parent" into Russian law and secures the right to social support for him. This follows from the draft law document, which was reviewed by TASS on July 20.
"We demand that a clear single parent status be fixed in the Family Code, so that the government approves clear rules and a list of documents for obtaining it. It is necessary to assess the situation of the family based on the real life situation," party leader Leonid Slutsky said in an interview with the agency.
According to him, in some cases, one of the parents completely ignores the upbringing of the child, and the second, who actually performs all duties independently, is not considered single and does not receive state support if both parents are listed on the birth certificate. Slutsky noted that every parent who is left alone with the upbringing and provision of a child should have legitimate and unconditional support.
It is noted that the draft law proposes to supplement the Family Code with a new article "Exercise of parental rights by a single parent", according to which a parent or adoptive parent is recognized as such, who actually independently provides for the upbringing, maintenance, development of the child and protection of his interests in case of evasion of the second parent from duties.
The document stipulates that the status of a single parent will become the basis for the provision of state support measures, benefits and social guarantees, and the procedure for confirming the evasion of the second parent will be determined by the government, the message emphasizes. It is assumed that the law will come into force from the moment of its official publication.
Senator Ayrat Gibatdinov announced on July 14 that Russian mothers who do not have official employment are entitled to a fixed payment, maternity capital, monthly funds for caring for an infant up to one and a half years old, as well as a single allowance that is paid both during pregnancy and for a child under 17 years old. It was noted that the financial situation of the family is not taken into account in this case.
