The State Duma proposed to take into account participation in the civil service experience.

Yaroslav Nilov, head of the Committee on Labor, Social Policy and Veterans' Affairs, and Dmitry Gusev from the Fair Russia party proposed a bill according to which the periods of participation in a special military operation in Ukraine, the Donetsk People's Republic (DPR), the Luhansk People's Republic (LPR), the Zaporizhia and Kherson regions will be included in experience of state and municipal service. The relevant bill will be sent for review to the government of the Russian Federation, RIA Novosti reviewed the document on July 19.

"This draft federal law has been developed, which provides for attributing the periods of participation in a special military operation in the territories of Ukraine, the DPR, the LPR, the Zaporizhia region and the Kherson region to the periods that are included in the length of service (total duration) of civil (municipal) service," the explanatory note says.

According to the document, this length of service will be taken into account when assigning monthly payments for years of service, calculating the duration of additional paid leave, determining the amount of incentives for conscientious and productive work, as well as when providing other benefits provided by law.

The deputies of the initiative note that the document is intended not only to provide support to the participants of the SVO, but also to increase the attractiveness of the state and municipal service. In their opinion, the adoption of the bill will help veterans adapt to peaceful life and will promote their more active participation in the work of government.

"We propose to pay attention to the length of service by including the periods of participation in the SVO in the total duration of civil (municipal) service. This will have the most positive effect on all payments, allowances and incentives related to seniority for our veterans, if they decide to try their hand at working for government authorities," Nilov said in an interview with the agency.

Gusev, in turn, noted that one of the important areas of adaptation of the participants of the free military after returning to civilian life is the creation of an understandable mechanism for them to enter the state and municipal service. According to him, the experience, discipline, responsibility and willingness to serve the country that the participants in the operation have acquired should be applied.

On July 1, the Social Fund announced that its participants can receive two pensions at the same time — for example, old-age insurance and state disability insurance. The second option is when a member of the SVO is a career military officer or an employee of a law enforcement agency, he will be able to receive a state disability pension and a pension for years of service through the law enforcement agency.
