On July 1, the head of the Central Bank of Russia, Elvira Nabiullina, called for "careful" use of the term "hypothermia of the economy."

"Let's use it carefully," Nabiullina said during a speech at the Financial Congress of the Bank of Russia.

She recalled that overheating refers to a situation where demand exceeds supply. In the case of hypothermia, demand should not be enough to cover the possibilities available to the supply. In such a situation, there must be untapped resources in the country, primarily labor, but this does not happen.

In addition, the head of the regulator noted that a slight decrease in investment activity is also not a sign of "hypothermia" and stressed that over the past three years, the share of investments in gross domestic product has increased sharply.
