The FAS revealed a cartel in the sphere of housing and communal services in the amount of more than 5.5 billion rubles. This was reported on the service's website on June 29.
The Agency opened a case on grounds of violation of antimonopoly legislation against LLC Moscow Regional Engineering Company, LLC Projectstroymontazh, LLC Regional Construction Production Company and LLC Vremya.
It is noted that the organizations are suspected of concluding and implementing an anti-competitive agreement to maintain prices at auctions. We are talking about reconstruction, major and ongoing repairs, construction and modernization of heat supply, water supply and sanitation facilities in the city districts of Podolsk, Shchelkovo, Mytishchi, Dolgoprudny and Taldomsky.
"The companies coordinated their participation in the procurement procedures and won the bidding with a minimal reduction from the initial maximum price," the publication says.
The total amount of the initial maximum contract price was 5.58 billion rubles. If found guilty, the participants in the conspiracy face revolving fines.
Chairman of the State Duma Vyacheslav Volodin announced on June 17 that violations in the formation of tariffs for housing and communal services had been detected in 65 regions of Russia, and the total amount of funds unreasonably included in them exceeded 10 billion rubles. Inspections conducted by the Federal Antimonopoly Service showed that resource supply organizations included in the tariffs the costs of upgrading public infrastructure, but the funds collected from citizens were not used for their intended purpose.
