The Russian Ministry of Transport has prepared proposals for regulating the movement of personal mobility equipment (IMS) on sidewalks. On June 28, the head of the department, Andrei Nikitin, told reporters on the sidelines of the XXIII Congress of the United Russia party.

"All offers are ready. <...> It is clear that this is always such a discussion between us, the traffic police, and the public. All proposals are almost ready," the RIA Novosti news agency quoted Nikitin as saying.

He noted that relevant proposals on regulating the movement of electric scooters and electric bicycles will be made over the next few months.

On March 26, LDPR leader Leonid Slutsky proposed banning SIM traffic on sidewalks and tightening responsibility for using a phone when controlling such devices. Of particular concern, as noted, is the use of electric scooters and electric bicycles on sidewalks and pedestrian areas, where such vehicles can reach significant speeds and pose a threat to pedestrians, especially children, the elderly and people with disabilities.

On March 5, Russian President Vladimir Putin instructed the government to prepare proposals to limit riding on sidewalks on bicycles with an electric motor. The decree clarified that it was necessary to consider the possibility of banning the movement of electric bicycles on the sidewalk.
