The state of emergency in Crimea does not imply restrictions on the movement of citizens and the imposition of a curfew. This was announced on June 26 by the head of the republic Sergey Aksenov.

"The most important thing about the emergency regime that has been introduced in Crimea today is that it does not mean any restrictions for citizens. Also, the emergency mode does not provide for restrictions on movement and does not imply the introduction of a curfew. All the talk about it is fake. Once again, there are no restrictions for Crimeans and guests of the peninsula," he wrote on his channel in the Maks messenger.

According to Aksyonov, the introduction of an emergency regime is primarily related to economic issues and will allow for more rapid decision-making to eliminate the consequences of an accident in the energy system. In particular, we are talking about the accelerated purchase of generators and fuel, provision of life support facilities with the necessary resources, emergency recovery work and the conclusion of contracts.

The head of Crimea also noted that the emergency regime allows changing the terms of government contracts or terminating them in cases stipulated by law.

In addition, he explained that the emergency regime itself does not automatically exempt from fines and other contractual sanctions. According to him, it can become the legal basis for the application of force majeure provisions if it is proved that the emergency made the fulfillment of obligations impossible and the corresponding condition is stipulated in the contract.

Aksyonov added that all decisions within the framework of the emergency regime are made by the operational headquarters under his leadership, and the authorities will be informed additionally about further changes.

Earlier that day, the authorities of Crimea and Sevastopol decided to introduce a regional emergency regime. Aksyonov explained that the measure is being introduced primarily to resolve economic issues. According to him, such a legal regime will make it possible to solve tasks as quickly as possible to ensure the stable functioning of all areas on which the livelihood of the population depends.

The day before, the head of Crimea urged residents of the peninsula not to panic and not to spread information that has no basis. According to him, the main goal of the enemy is to intimidate the population and try to sow panic through fake messages and information stuffing.
