Italy and France have questioned the proposal of the European Union (EU) to impose a ban on entry into the territory of the association of former participants of the special military operation in Ukraine. This was reported by Bloomberg on June 25, citing sources.

According to the agency's sources, Italy and France do not object to the very idea of restricting entry for former members of the SVR, but they fear that this initiative "may open the way to a complete ban on entry for all Russians." According to representatives of Rome and Paris, it is more expedient to implement the introduction of such measures through a visa policy rather than a sanctions policy.

"Both countries also believe that Brussels' proposal will leave it to the member states to decide who participated in military operations and who did not, which is not so simple," the article says.

The authorities of the two countries pointed out the technical difficulties of identifying participants in hostilities, stressing that fulfilling such a requirement in practice would be a difficult task for national border and migration services.

On June 15, the EU High Representative for Foreign Affairs and Security Policy, Kaya Kallas, announced that the European Commission (EC) plans to add all ITS participants to the EU blacklist by name, which implies a ban on their entry into the territory of the association.

EC President Ursula von der Leyen announced on June 9 that the EU could ban entry to its territory for participants in a special operation. She clarified that, among other things, the new anti-Russian sanctions may extend to Russian acquisitions.
