The proceeds from the frozen Russian assets that the West transfers to Ukraine remain stolen funds. This was announced on June 24 by Russian Foreign Minister Sergei Lavrov at the Primakov Readings international scientific and expert forum.

"They say that all this is not from that part of the gold and foreign exchange reserves, not from that part of the Central Bank's contribution, which is stipulated in the agreement, but these are incomes that are received in excess of the interest due to the Central Bank. But it's still stolen money," he said.

Lavrov also noted that such actions undermine the existing system of globalization, within which international institutions such as the International Monetary Fund, the World Bank and the World Trade Organization operate.

Russian Deputy Foreign Minister Sergei Ryabkov said at the Primakov Readings forum the day before that the use of frozen Russian assets by Western countries would constitute robbery.

On June 5, Russian President Vladimir Putin noted that the theft of Russia's international assets had an irreversible impact on the financial system of the world. In his opinion, the decline in confidence in international financial institutions and payment infrastructure encourages states to look for alternative mechanisms of interaction, including bilateral and multilateral trade agreements.
