The State Duma proposed to introduce grandparents' and grandparents' capital

A new measure of support in Russia could be grandparents' capital, similar to maternal capital. On June 8, Tatyana Butskaya, first deputy chairman of the State Duma Committee on Family Protection, Fatherhood, Motherhood and Childhood, made such an initiative.

"Father's capital is good, but even better is the capital of the "third generation" — grandmother's or grandfather's," she said in a conversation with TASS.

According to Butskaya, such a measure could contribute to a more active participation of the older generation in raising grandchildren and strengthening family ties. The MP noted that earlier retirement often allowed women to help their children after the appearance of grandchildren. Now the situation has changed: many grandmothers continue to work and cannot devote as much time to the family as they would like.

The MP believes that the new support measure should be aimed not so much at financial assistance as at strengthening intergenerational relations. She noted that the format of such a program still needs to be discussed and may provide for various implementation options.

"This will make our families, as the president says, not only have many children, but also multigenerational," she concluded.

The Matkapital program was launched in Russia in 2007. Since 2020, payments have been provided for the birth of the first child. In 2026, the amount of support for the first child is about 729 thousand rubles. At the birth of the second child, the family can receive an additional payment of 234 thousand rubles, and if the certificate for the first child has not been issued before, about 963 thousand rubles for the second child. The money can be used to improve housing conditions, children's education and the mother's pension.

Butskaya's idea was voiced against the background of a proposal to introduce paternal capital. Earlier that day, it was announced by Sergey Rybalchenko, Chairman of the Commission of the Public Chamber of the Russian Federation on demography, protection of family, children and traditional family values. According to him, such a measure should additionally encourage families with three children who were born in the same marriage.
