The system for confirming the expectation of delivery of goods (SPOT) from the countries of the Eurasian Economic Union entered into force in Russia on June 1.
The system creates equal competitive conditions for businesses and improves the administration of indirect taxes. SPOT allows you to control the legality of goods crossing the Russian border and prevent tax evasion to budgets, as well as ensure the legality of the turnover of goods imported into the Russian Federation. The operator of the system is the Federal Tax Service (FTS) of Russia, RIA Novosti reports
The SPOT is based on the digital service of the tax service, through which importers must submit a document about the upcoming delivery two days before the import of the goods, indicating the participants in the transaction, information about the goods, the vehicle and the date of import. The importer is also obliged to make a security payment in the amount of indirect taxes to be paid. Exceptions are provided for certain categories of individuals — the largest taxpayers, participants in tax monitoring, and others.
After that, the delivery is assigned a QR code for each batch, which is checked at customs. The mobile groups of the Federal Customs Service (FCS) of the Russian Federation operate on the principle of selective control — only vehicles that enter the risk profiling system are checked.
So far, the SPOT applies to goods imported to Russia from the EAEU by road. The system will not apply to cash, securities, oil, electricity, goods for personal use, as well as cargo transported between the Kaliningrad Region and the rest of the Russian Federation.
Russian President Vladimir Putin, responding to a question from Izvestia on May 29, said that if Armenia were to adopt the economic standards of the European Union (EU), integration processes with the republic would have to be curtailed. He warned that upon leaving the EAEU, Armenia would lose access to free trade agreements, and its citizens would need to acquire patents to work in the Russian Federation.
