The Russian Ministry of Health is developing a bill that will make it impossible to purchase prescription drugs without an electronic prescription. This was announced on May 28 by the head of Roszdravnadzor, Alla Samoilova, during an open dialogue in the Federation Council.

According to her, there are still cases of such drugs being sold without an official doctor's appointment. Samoilova clarified that only a clear link to an electronic prescription through a system for monitoring the movement of medicines (MDLP) will completely prohibit the illegal release of prescription drugs.

"The Ministry of Health is currently developing this bill, and in this case it will be completely impossible to buy a drug if you do not have an electronic prescription," RIA Novosti quoted her as saying.

Oleg Salagai, State Secretary and Deputy Minister of Health, added that the agency is awaiting the completion of finalizing the text of the document. The discussion of the initiative with the Federation Council is planned to take place within a few months, she added. "Газета.Ru ".

Vadim Vankov, Deputy Minister of Health of the Russian Federation, said at a meeting of the State Duma Committee on Health Protection on May 27 that in 2026 Russia would significantly expand the list of medical documents that could be obtained without visiting a doctor. According to him, such documents can be issued through the Gosuslugi portal, provided that medical examinations are completed or the necessary data is available in the electronic medical record.
