The State Duma (State Duma) adopted in the second and third readings a bill criminalizing the forgery and sale of false certificates of absence of diseases dangerous to others. The relevant document was published on the Internet portal of the legislative support system on May 27.
The initiative was sponsored by a group of deputies led by Chairman of the State Duma Vyacheslav Volodin, Vice Speaker Irina Yarovaya and leaders of parliamentary factions. Thus, for forgery or use of such a certificate, up to four years in prison and a fine of up to 1 million rubles are provided. If it is a document confirming the absence of an infectious disease, the penalty can be up to five years in prison with a fine of up to 1.5 million rubles.
If a crime is committed over the Internet, using official position, by a group of people in collusion or to conceal another crime, the term may increase to six years with a fine of 1 million to 2 million rubles. If the act was committed by an organized group or caused mass infection of people or other serious consequences, the penalty will be up to eight years in prison with a fine of up to 3 million rubles.
In December last year, the government of the Russian Federation supported a bill to criminalize the forgery of medical certificates. The list of diseases includes particularly dangerous infections, such as cholera, plague, chronic infectious diseases, tuberculosis, leprosy, as well as diseases that require control to prevent mass spread.
