Early years and education

Alexander Mikhailovich Shuvaev was born on May 7, 1981 in the city of Novy Oskol, Belgorod region. In 2002, he graduated from the Ryazan Higher Military Amphibious Command School, having received an officer's education. In 2015, he completed his studies at the M.V. Frunze Combined Arms Academy of the Armed Forces.

Military career

After graduating from college in 2002, he served in various regions, including Omsk and Stavropol. Shuvaev is a participant in the fighting in the North Caucasus, the armed conflict in South Ossetia (2008) and the military operation in Syria. In 2017, he was appointed commander of the 51st Guards Parachute Regiment of the 106th Guards Airborne Division in Tula, where he served until 2022.

Since 2022, Major General Shuvaev has been actively involved in the special military operation in Ukraine. For his courage and heroism, he was awarded the title of Hero of the Russian Federation. He is also a recipient of the Order of Merit for the Fatherland, IV degree with swords, the Order of Alexander Nevsky, three Orders of Courage and the Suvorov Medal.

Participation in the personnel program

In June 2025, Shuvaev became one of the 85 participants in the second stream of the federal educational program "Time of Heroes". The project, initiated by the President of Russia, is aimed at preparing ITS participants for managerial work in the civil service. During his training, he was mentored by the Governor of the Irkutsk region, Igor Kobzev.

Since January 2026, Shuvaev has been appointed Deputy Governor of the Irkutsk Region. In his new position, he oversaw cooperation with law enforcement agencies. His duties also included developing support for the participants of the special operation and their families.

Appointment of the acting head of the Belgorod region

On May 13, Putin held a working meeting with Shuvaev in the Kremlin, following which he was appointed acting governor of the Belgorod Region. Vyacheslav Gladkov resigned from the post of head of the region at his own request.
