The Investigative Committee of the Russian Federation opened a criminal case on the fact of negligence of officials in Makhachkala

A criminal case has been opened in Dagestan on the fact of negligence in the organization of road infrastructure in Makhachkala. This was reported on May 12 in the Telegram channel of the Investigative Department (SU) of the Investigative Committee (IC) for the Republic of Dagestan.

"The Investigative Department for the Leninsky district of Makhachkala of the SU IC of Russia for the Republic of Dagestan has opened a criminal case on the negligence of officials of the Makhachkala city administration on the grounds of a crime under Part 1 of Article 293 of the Criminal Code of the Russian Federation ("Negligence")," the report says.

According to the investigation, officials of the city administration and municipal government institutions responsible for landscaping and road safety improperly performed their duties. It was established that officials did not take measures to install barrier fences along the October Revolution Canal.

Due to the lack of roadblocks and improper maintenance of local highways in Makhachkala and the village of Leninkent, cases of cars tipping over into the canal have been repeatedly recorded.

Investigators have already conducted searches, during which they seized documentation and other items relevant to the investigation. Currently, the department's staff is establishing all the circumstances of the incident and determining the circle of officials who will be brought to criminal responsibility.

On April 23, the Investigative Committee of Russia reported that the Ministry of Natural Resources and Ecology of the Republic of Dagestan was searched as part of a criminal investigation under Part 3 of Article 286 of the Criminal Code ("Abuse of official authority") and Part 1 of Article 293 of the Criminal Code ("Negligence"). The investigation found that from 2009 to March 2026, officials of the Makhachkala administration and other departments illegally registered private ownership of land within the boundaries of the water protection zone and the riverbed. The construction of capital facilities there is prohibited by law.
