A bill on the creation of a pet registry has been submitted to the State Duma.
Deputies of the State Duma were asked to consider a bill on mandatory labeling of pets, as well as on the introduction of a single list of pets. The corresponding proposal was submitted on April 28 by the Legislative Assembly of St. Petersburg.
It is proposed to amend the law "On Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation", which could oblige pet owners to register and label their pets. The text of the bill is posted in the Duma's electronic database.
"The adoption of the draft federal law will create a unified register of domestic animals of the Russian Federation, which will simplify the search for the owner of an animal in case of its loss or the identification of the animal's ownership to a specific person in case of damage to the animals to third parties," the explanatory note says.
